Please find attached a complete listing of recent changes to IDOT’s Rules as per our Permit Policy manual (Part 554 Oversize and Overweight Permit Movements on State Highways).  These rules are effective today, November 10, 2008.  The 2006 edition can be found in its entirety at:

Weekend Hours of Movement

• permit movements up to 12 feet wide, and/or up to 13 feet 6 inches high, and/or up to 115 feet in length that do not exceed practical maximum weights (see Section 554.604) may be made Monday through Saturday from one half hour before sunrise to one half hour after sunset and on Sunday from one half hour before sunrise to noon, excluding specific holidays and holiday weekends.

 

EXPLANATION – Oversize state permitted loads up to 12’ wide and/or 115’ long may now run on state highways daylight hours on weekends up to Sunday noon.  However, it is up to each local jurisdiction as to whether they will allow the same for local roads.

 

Definition of Violation of Permit

 

• a)      When operating under authority of an oversize/overweight permit issued by the Illinois Department of Transportation, the following list includes but is not limited to offenses that shall be considered a violation of permit but will not render the entire permit null and void:

•         Failure to comply with the general and conditions, specific provisions, and notes listed on the permit.  EXCEPTION:  Failure to comply with the general and specific provisions and notes pertaining to minimum axle spacing, as described on the permit application and accompanying permit, will be considered a load operating without a permit and the permit will be deemed fraudulent in accordance with Section 554.212(d).

EXPLANATION – Particularly with regard to Limited Continuous Operation permits issued by IDOT for overweight quarterly/annual permits, a load is considered operating WITHOUT a permit if it does not meet ALL the minimum spacing requirements on the permit.

 

Two Civilian Escorts Are Required

• For all moves that exceed 18 feet in height was 16 feet in height

 

Illinois State Police Escorts are required:

        For moves of greater than 200 feet in length was 175 feet in length;

Radioactive Materials

Permits may be issued for the movement of an overweight and/or overwidth legal size container, empty or loaded, designed for transporting radioactive materials.
